Traveling Abroad
Export Controls may also apply to traveling abroad. There are several important issues to keep in mind when traveling to a foreign country:
- Any technology or other item that you take with you is an export and is subject to ECLs if it is listed in the EAR or ITAR and not covered by an exemption. This may include laptop computers, especially those containing special purpose or certain encryption software.
- Do not export or travel abroad with biological samples without first contacting OSP.
- If you plan to present at an international conference, please become familiar with how the EAR and ITAR apply to the information you plan to share. If the ITAR applies to your information or technology, do not discuss or share this information unless it has already been published. If the EAR applies to your information or item, do not share this information or item unless it has been or will be published.
- Travel to OFAC embargoed countries, such as Cuba or Iran, is restricted and an export license is likely required. Furthermore, providing items or services of value to an embargoed country is generally restricted. - The Fundamental Research Exclusion does not apply to research conducted outside of the United States. Therefore, if you plan to conduct research abroad, please determine if your research contains controlled items or information.
- International collaboration may also raise ECL issues. Please keep ECLs in mind during these collaborations, as issues can arise during proposal development, supervision of thesis research, and, as always, in the shipment of equipment and materials
