Research Security Training Requirement
In accordance with National Security Presidential Memorandum - NSPM-33 (2021) and the CHIPS and Science Act of 2022, the WVU Research Office has introduced a new research security training program that must be completed by certain individuals involved in federally funded research.
All "Covered Individuals" (e.g. PIs, Co-PIs, project directors, senior/key personnel, and others identified as Covered Individuals by a federal funding agency) listed on an award submission must certify they have completed research security training in the 12 months PRIOR to submitting proposal. "Certifying" is a legally binding term that you are attesting and swearing that the action you certify is true. Please make sure training is complete before checking the box.
- Department of Energy (DOE)
- U.S. Department of Agriculture (USDA)
- Effective December 31, 2025, everyone paid on a USDA grant is required to complete research security training. This includes technicians and students.
- All named personnel in the proposal should complete the training prior to submission.
- For all new awards, all named personnel should complete the training as they are added to the project.
- For students - to keep requirements consistent for all students on a project, they should complete the training whether they are paid or unpaid.
- National Science Foundation (NSF)
- National Institutes of Health (NIH) - Effective date: May 25, 2026. Each covered individual will certify that they have completed the training at the time of application through the Biographical Sketch in SciENcv.
- National Aeronautics and Space Administration (NASA) - Effective date: August 5, 2026
- Department of Defense (DOD) - expected 2026
Other federal funding agencies are in the process of implementing similar Research Security training requirements that apply to “Covered Individuals” (e.g., PIs, Co-PIs, project directors, senior/key personnel, and others identified as Covered Individuals by a federal funding agency). All Researchers are strongly encouraged to complete the training as soon as possible.
